Moving public services to the cloud offers governments the opportunity to be more agile and serve citizens better and more efficiently. 

However, migrating to the cloud comes with challenges.
 
With this paper, the Asian Development Bank (ADB) addresses the challenges facing governments about cloud computing and provides options on going forward.
