This brief explores how quality growth combined with ASEAN support, can help Timor‑Leste turn opportunity into lasting, inclusive progress.

ASEAN’s history shows that integration can narrow development gaps. Cambodia, the Lao People's Democratic Republic, and Viet Nam joined with deep disparities—and through reforms, investment, and regional cooperation, they converged.

Today, Timor‑Leste is beginning a similar journey. The country has made real progress in health, gender representation, electrification, and financial infrastructure. Yet challenges remain.

This brief explores how quality growth—rooted in infrastructure investment, economic diversification, stronger institutions, and human capital—combined with ASEAN support, can help Timor‑Leste turn opportunity into lasting, inclusive progress.
