The coronavirus disease (COVID-19) pandemic has had a devastating impact on the economies of Southeast Asia, increasing the urgency for structural reform to support recovery and a return to sustainable, broad-based growth.
This report proposes reforms for five key sectors in Southeast Asia. Three are well-established sectors that need to be transformed or improved: tourism, agro-processing, and garments; and two are evolving sectors with high potential for future growth: electronics and digital trade.
The report also discusses the current structural challenges, outlines the impacts of COVID-19, and identifies the policy responses needed.
