ADB will highlight investment-ready approaches, country-led planning, and partnerships that mobilize public and private capital.
The Government of Türkiye will host the 31st Conference of the Parties to the United Nations Framework Convention on Climate Change (COP31) in Antalya on 9–20 November. The World Leaders Climate Action Summit is scheduled for 11–12 November.
COP31 is framed around moving from dialogue and consensus to concrete action. Australia will lead as President of Negotiations, with a focus on keeping the 1.5°C goal within reach, improving access to climate finance, particularly for adaptation and resilience, loss and damage, and advancing ocean- and water-related action.
For Asia and the Pacific, COP31 is an opportunity to advance the preparation and financing of adaptation investments, strengthen access to climate finance for vulnerable countries, and demonstrate how development institutions can help turn national priorities into investable projects.
At COP31, ADB’s delegation aims to support the shift from climate commitments to implementation by highlighting investment-ready approaches, country-led planning, and partnerships that mobilize public and private capital. These objectives include:
- Expanding access to climate finance for developing member countries, particularly for adaptation and resilience, with targeted support for small island developing states (SIDS).
- Showcasing ADB's work and partnerships in climate adaptation investment planning, resilient infrastructure and cities, clean energy transition, nature, oceans, food systems, and private sector climate finance.
- Contributing to collective multilateral development bank efforts on climate finance tracking and reporting, and on strengthening the preparation and investment of adaptation projects.
COP31 Action Agenda
The COP31 Action Agenda is organized around 10 priority themes intended to accelerate implementation, connecting climate commitments with investment, delivery, and practical solutions:

- Climate Implementation Bridge—From commitments to implementation—bridging priorities, investment and delivery.
- Youth and Education—Young people as architects of climate solutions, not just inheritors of climate risks.
- Green Industrialization—Low-carbon industrial pathways that support development, competitiveness, and just transition.
- Clean Energy Transition—Clean, secure, and affordable energy for all—accelerating access while ensuring reliability.
- Rio Synergy—Integrated solutions where climate, biodiversity, and desertification converge.
- Dynamic and Resilient Health Systems—Building climate-resilient, low-carbon and equity-focused health systems for the future.
The official program also assigns thematic days across the conference, including food, agriculture and health; energy and transport; zero waste; resilient cities and the built environment; finance and trade; children, youth, education and skills; science, industry and technology; ocean, seas, nature and land use (Rio Synergy); human and social development; and enhancing Implementation.
