This report summarizes the results of a climate risk and adaptation assessment of the Laguna Lake area in the Philippines to help inform climate-resilient planning and investment.

Laguna Lake, the largest in the Philippines, is increasingly threatened by environmental degradation and climate change. The lake faces significant environmental challenges such as pollution, siltation, and eutrophication—driven by rapid urbanization, industrialization, and other land use changes.

Climate change may exacerbate these issues, increasing the frequency and severity of extreme weather events that threaten ecosystems, livelihoods, and infrastructure. Thus, a climate risk and adaptation assessment was conducted to guide infrastructure planning throughout the Laguna Lake area and to ensure that climate resilience is integrated into policy and investment decisions, including the Laguna Lake Master Plan scheduled for 2026. 

This report highlights how integrated, system-wide adaptation in the Laguna Lake area can safeguard livelihoods, protect ecosystems, and support sustainable development.
