This brief introduces a measure for comparing local access to industrial inputs for all cities and municipalities of the Philippines.

A database comparing local access to industrial inputs for all cities and municipalities of the Philippines can now be used to support local planning.

The Industry Employment Network (IEN) is a simple, transparent, and spatially and temporally comparable metric of access to the industrial workforce for 217 industries in 1,612 cities and municipalities in the Philippines. The metric is based on the firms’ locations and size, as well as the upstream linkages of industries, as described in the national input–output table. 

The IEN database is an example of how regularly updated data products of the Philippine Statistics Authority (PSA) could be used to improve development planning in the Philippines at the local and national levels. Using employment data from 217 industries, the geographic distribution of IEN is mapped and tracked from 2012 to 2021. 

The brief illustrates how the IEN database can support local planning using the example of Mindoro, Marinduque, Romblon, and Palawan.
